Baku, November 3, AZERTACSeven passenger planes across Europe, two of which departed from the UK, have been inspected following a series of suspected bomb threats, according to BBC.Two Ryanair flights, one originating from Dublin and the other from Lisbon, were searched after landing in Rome following anonymous tips but no explosives were found, sources at the city's Fiumicino airport told the BBC.The Dublin flight was escorted by the Italian air force until landing.Meanwhile, authorities have also searched planes in Poland, Spain and Bulgaria. It is unclear if the incidents are connected.Aviation security expert Paul Mason said bomb threats on passenger planes "don't happen that frequently", which made the latest incidents "unusual"."It sounds like they've been made in a credible manner across a broad range of airlines," Mason told BBC 5 Live. "That would suggest to me that it's been a very deliberate act by a typical actor rather than a load of coincidental, malicious calls."He said "there are a lot of processes" that the onboard crew and people on the ground must go through "to validate the credibility of the threat".A flight may be asked to divert if the credibility of a threat "is of a certain level", Mason added, and in some cases the onboard crew may not even be advised on what the ground operators were dealing with.In Rome, sources at Fiumicino airport told the BBC police bomb disposal experts carried out standard security protocols to ensure the safety of all passengers and crew.Inspections of the passengers, luggage, and the aircraft yielded negative results, and the alert has since been cleared. One plane which landed in Murcia, southern Spain - a Ryanair flight coming from Manchester - was also found not to have any explosives on board, Spanish authorities said. One passenger later said she was unaware of the bomb threat until after the plane landed."We weren't told anything during the flight," Sarah told BBC 5 Live. "The plane stopped quite suddenly and then we were kept on the runway for around 30 minutes.""Then the fire engines turned up, the bomb squad turned up and we were asked to evacuate," she continues.Sarah said the plane had not been on the ground a minute before it was "surrounded by fire engines and police and a bomb squad". All the passengers were then escorted by police, leaving all their belongings."We were only later told that it was an actual threat, a bomb threat to the plane itself," she added. Two flights heading to Warsaw were also affected, including one from London Heathrow. The Heathrow flight was originally meant to land at the Polish capital's main airport, Chopin, but was diverted instead to the smaller Modlin airport, briefly forcing its closure.A Scandinavian Airlines flight from Copenhagen to Warsaw-Chopin landed as planned. These incidents incidents come a day after a Wizz Air flight from London Luton made an emergency landing in Budapest, escorted by a Hungarian fighter jet, after a bomb threat.Wizz Air said later that security checks had been made and nothing was found.

Baku, November 3, AZERTACAt 6 a.m. Eastern Time (1100 GMT) on Tuesday, Election Day, polling places in several eastern U.S. states, including Maine, New York and Virginia, were among the first to open, according to Xinhua.Amid persistently high inflation and rising living costs, this year's midterm elections are shaping up to be a major test for the Trump administration in its second term.Republicans and Democrats are competing for all 435 seats in the House of Representatives and 35 of the 100 seats in the Senate. Voters will also elect governors in 36 states, along with state legislators and other local officials in various states.Democrats need a net gain of just three seats to take control of the House of Representatives. The latest projections from the Cook Political Report, a nonpartisan U.S. newsletter, suggest Democrats could pick up between 12 to 25 seats in the House. Many observers expect the chamber to flip to Democratic control. The Senate race, however, remains more competitive and uncertain, with seven states -- Maine, Texas, Michigan, Iowa, Ohio, Kansas and Alaska -- emerging as particularly competitive battlegrounds. Democrats need a net gain of four seats to secure a 51-seat majority in the Senate. In recent days, Xinhua reporters visited Maine, Texas, North Carolina and Georgia, among other states, and found that inflation and the rising cost of living were among American voters' top concerns this year. Many voters blamed the Trump administration's policies for rising gas and food prices, expressing particular frustration over its war with Iran and its sweeping tariffs. Other issues drawing widespread attention included immigration policy, healthcare and corruption.A survey released in mid-October by the AP-NORC Center for Public Affairs Research, a joint initiative of The Associated Press and the University of Chicago, found that 85 percent of voters cited the economy and 84 percent cited the cost of living as among the most important issues in this year's midterm elections. The poll also found that 74 percent of respondents disapproved of President Donald Trump's handling of the economy, while 79 percent disapproved of his handling of the cost of living.Over the past several weeks, more than 50 million U.S. voters have already cast their ballots in early voting. According to The New York Times, turnout in several key Senate battleground states has surpassed levels recorded at the same point in the previous midterm election cycle. The report, however, noted that roughly half of all votes nationwide were cast on Election Day in recent elections.Polls in eastern states generally close at 7 p.m. Eastern Time on Tuesday, while those in central and western states remain open later. By 9 p.m. Eastern Time, polls will have closed in more than 80 percent of states nationwide. Alaska, in the far northwest, will be the last state to close its polls, at 1 a.m. Eastern Time on Nov. 4.U.S. media outlets expect control of the House to become clear relatively early, given the potentially wider margins in many races. The Senate, however, could take much longer to call, with seven states facing particularly tight contests.National Public Radio, an independent, nonprofit U.S. media organization, estimates that vote counting, which is set to begin Tuesday night, could take days or even weeks to complete.

Baku, November 3, AZERTACCollins Dictionary on Tuesday named “mogging,” a slang term for outshining or outperforming someone or something, its Word of the Year for 2026.According to Anadolu Agency, the British dictionary publisher said the term has increasingly entered mainstream language, particularly among Gen Z and Gen Alpha, and is often used online in a playful or ironic way to describe someone being upstaged. The word is believed to derive from “AMOG,” an acronym for “alpha male of the group,” and emerged around 2016 in bodybuilding culture to describe the most physically dominant man in a gym, according to Collins. It later developed into a verb and spread through online communities before taking on a broader meaning.Someone might now be described as “mogging” another person by looking better, performing better or otherwise making them appear inferior by comparison.Collins, which tracks changes in English through large databases of written and spoken language, also included terms such as “carspreading,” “firewave,” “ghost job,” “friendslop” and “P(doom)” on its 2026 shortlist.

Baku, November 3, AZERTAC “President Ilham Aliyev’s resolute leadership, the determination of the Azerbaijani people and the heroism of servicemen were among the key factors behind Azerbaijan’s victory in the 44-day Patriotic War. The state leadership’s efforts during the war, the mobilization of society and the Commander-in-Chief’s direct involvement in military and political developments were instrumental in securing victory,” retired US Army Major John Spencer said at the presentation of his book, “The War for Karabakh: Strategy, Technology, and Victory.”Referring to developments during and after the war, he stressed that they clearly demonstrated President Ilham Aliyev’s leadership and direct involvement in overseeing the processes.“The President’s immediate visits to the liberated territories highlighted the profound political and moral significance of their liberation for Azerbaijan and its people. The servicemen who sacrificed their lives demonstrated the price of victory and the immense sacrifices it required. President Ilham Aliyev’s deep respect for the memory of the martyrs further reinforced the moral significance of the victory.”Spencer identified the duration of the war, the determination of the Azerbaijani people and society-wide mobilization as key factors behind the victory.“Military success depends not only on battlefield performance but also on strategic political decisions and national unity around a common goal,” he emphasized. The retired US Army major also highlighted the importance of President Ilham Aliyev’s wartime speeches, noting that his regular addresses kept the public informed, strengthened national resolve and clearly communicated the country’s objectives.

Baku, November 3, AZERTAC Israeli researchers have identified a cellular process that influences how cells protect themselves against damaged proteins, uncovering a potential new avenue for studying neurodegenerative diseases such as Alzheimer’s and Huntington’s, according to TPS-IL.The findings could point to a different approach to combating these diseases: rather than targeting harmful proteins directly, researchers may eventually be able to strengthen the cell’s natural defenses against protein buildup. The discovery could also help explain why these defenses weaken with age, making the brain more vulnerable to neurodegenerative diseases.Alzheimer’s disease is a progressive brain disorder and the most common cause of dementia, impairing memory, thinking and everyday functioning. Huntington’s disease is an inherited neurological disorder that causes the progressive breakdown of nerve cells, leading to involuntary movements, cognitive decline and psychiatric symptoms. Both are associated with abnormal protein accumulation in the brain. In experiments involving microscopic worms, researchers found that reducing the activity of a process called UFMylation strengthened several natural defenses against damaged and misfolded proteins, helping the animals withstand harmful proteins associated with both diseases.UFMylation is a process in which cells attach a small protein called UFM1 to other proteins, changing how they function. Although it plays an important role in normal cell activity, its broader effects on aging and protein quality control have remained unclear. The intervention reduced paralysis in an Alzheimer’s disease model, improved movement in a Huntington’s disease model and extended the worms’ lifespans by approximately 13 percent. The findings, published in the peer-reviewed journal Nature Communications, offer new insight into how aging affects the cellular systems responsible for keeping proteins healthy. The study was led by Prof. Ehud Cohen of the Institute for Medical Research Israel-Canada at the Hebrew University of Jerusalem’s Faculty of Medicine, in collaboration with researchers from the National Institute of Biological Sciences in Beijing, China.Proteins perform essential functions throughout the body but must maintain the correct shape to work properly. Cells rely on quality-control systems to ensure proteins fold correctly and that damaged or misfolded proteins are repaired or removed. These systems become less efficient with age, allowing abnormal proteins to accumulate and form harmful clumps.Testing the Cellular DefensesTo investigate UFMylation’s role, the researchers used *Caenorhabditis elegans*, a microscopic worm commonly used in aging research. They studied worms engineered to produce amyloid-beta, a protein associated with Alzheimer’s, and others producing abnormal proteins resembling those involved in Huntington’s disease. These models allow scientists to study disease-related cellular processes, although the worms do not develop the human conditions themselves.Reducing UFMylation made the worms more resistant to both types of harmful proteins. In the Alzheimer’s model, paralysis, used to measure the proteins’ toxic effects, was approximately 35 percent lower by the 12th day of adulthood than in untreated worms of the same strain. The intervention also improved movement in worms carrying Huntington’s-like proteins, including in experiments involving proteins produced in nerve cells. Among worms carrying toxic proteins, reducing UFMylation extended lifespan by approximately 13 percent compared with untreated animals.Further experiments showed that reducing UFMylation improved the quality control of newly produced proteins, reduced harmful protein clumps and increased the breakdown and removal of damaged proteins. This suggests that UFMylation regulates several parts of the cellular machinery responsible for maintaining healthy proteins, rather than affecting only one disease-related protein.“As we age, our cells become less effective at dealing with damaged and misfolded proteins, and this is closely connected to diseases such as Alzheimer’s and Huntington’s,” Cohen said. “What we found is that changing the activity of UFMylation can strengthen the cell’s ability to cope with these harmful proteins.”The researchers also identified 155 proteins affected by UFMylation, including several involved in aging and maintaining healthy protein networks. Some became more heavily modified as the worms aged, while others became less so, suggesting that the process changes over an organism’s lifetime. However, experiments with human cells revealed an important complication: completely eliminating UFMylation impaired their ability to manage damaged proteins. Any potential treatment would therefore need to adjust the process carefully rather than block it altogether.“We are still far from translating this into a treatment,” Cohen said, adding that the findings could help explain why diseases associated with abnormal protein accumulation become more common later in life.

Baku, November 3, AZERTAC “Equally important is turning this initiative into sustained international cooperation. The 7th World Forum on Intercultural Dialogue, held in Baku on October 27–29, 2026, is the latest example,” Rza Aliyev, Secretary-General of the Nizami Ganjavi International Center, said in an interview with AZERTAC.He noted that Azerbaijan’s significant contribution lay in bringing together the experience of different countries through such gatherings and creating opportunities for joint initiatives.“Our work at the Nizami Ganjavi International Center also helps expand these opportunities. Through the Global Baku Forum, we bring together political and public figures from different countries in Baku. Such gatherings are essential for maintaining communication among people with differing views and allowing them to hear one another’s arguments directly. Azerbaijan’s historical experience of coexistence and its contemporary international initiatives provide a strong foundation for continuing this work. I believe our country’s role in the future can grow even further in this direction, particularly by turning cultural affinity into practical cooperation,” the Secretary-General emphasized. The full interview will be published soon.

Baku, November 3, AZERTAC “I believe Azerbaijan’s main strength lies in its ability to find common ground among different cultures and bring them together around one table,” Rza Aliyev, Secretary-General of the Nizami Ganjavi International Center, said in an interview with AZERTAC.He noted that the Baku Process was a concrete manifestation of Azerbaijan’s role as a bridge between Asia and Europe.“On the initiative of President Ilham Aliyev, ministers of culture from Islamic countries were also invited to the Conference of Ministers of Culture of Council of Europe member states held in Baku in 2008. In 2009, representatives of European countries participated in the Baku meeting of ministers of culture of Islamic countries.
Baku, November 3, AZERTAC A meeting was held between the management of Azerbaijan Railways (ADY) and representatives of companies that account for a significant share of the country’s freight transportation volumes and maintain close cooperation with ADY.According to Azerbaijan Railways, the meeting aimed to brief business partners on the organization’s activities and achievements in freight transportation, hear their proposals, identify common approaches, and discuss future prospects. The ADY chairman highly praised the role of shippers in the development of the national economy and the transport and logistics sector. It was emphasized that customer focus, openness, and transparency are among the key principles guiding ADY’s operations.Recalling that individual meetings with cargo owners had previously been held, the chairman noted that this was the first meeting in this format involving the company’s major shippers in terms of freight volumes. He stressed that the initiative demonstrated Azerbaijan Railways’ commitment to remaining open and accessible to its customers and fostering cooperation based on mutual trust.During the meeting, participants were briefed on ADY’s projects to modernize freight transportation infrastructure and the reforms being implemented in the sector. It was noted that reconstruction of the Sumgayit–Yalama railway line had been completed, with work to transition the line to an alternating current (AC) power supply system scheduled to begin in the next phase.Construction work at the Astara Terminal has also been completed, while the modernization of power supply, communications, and signaling systems along the Baku–Boyuk Kasik line, as well as the major overhaul of the Alat–Osmanli–Astara line, is ongoing.Train speeds have already been increased along the Osmanli–Astara section, creating opportunities to transport larger volumes of freight. It was also noted that, following the modernization of the Baku–Tbilisi–Kars railway line, its annual capacity had increased from 1 million to 5 million tonnes.Measures to renew rolling stock and expand locomotive and freight wagon fleets were also highlighted. Participants were informed that 300 new freight wagons had been purchased in 2025, while seven modern AC50 mainline freight locomotives were delivered to Azerbaijan from China in September 2026.Negotiations are underway to acquire an additional 14 locomotives.Preparations are also underway for the procurement of a further 250 wagons next year. These measures are aimed at expanding the railway network’s transportation capacity and improving service reliability.Particular attention was paid to institutional and digital transformation initiatives in the freight transportation sector. It was noted that, under the ADY Express model, railway, port, and maritime transport services are envisaged to be provided through a single-window system. The approach of “one contract, one manager, and one account” will enable customers to access various services more conveniently and efficiently while ensuring the coordinated management of transportation processes. Participants were also briefed on ongoing efforts to digitalize freight transportation, including the preparation of electronic consignment notes, shipment tracking, and automated tariff calculations. It was noted that 11 electronic services are currently available through portal.ady.az, a platform established to improve customer access to ADY services. Work is underway to further expand the functionality of the customer portal. In addition, ADY has launched the Cargo Tracking platform (cargo-tracking.ady.az), enabling cargo owners to monitor container shipments along the East–West international transport route in real time. This digital service allows cargo owners, shippers, carriers, and other stakeholders to obtain timely information on the current status of their containers. The meeting also addressed tariff policy, discount mechanisms, and ways to improve the economic efficiency of freight transportation. It was noted that the application of preferential tariffs takes into account various economic factors, including increased freight volumes, guaranteed volumes, the attraction of new cargo flows, the competitiveness of alternative routes, and other relevant considerations.During the interactive discussion, participants exchanged views on a wide range of issues raised by shippers.Particular attention was paid to the availability of wagons and platforms, delivery times, the organization of operations at railway stations, and the application of tariffs and fees. The questions raised by participants were addressed during the discussion. At the conclusion of the meeting, it was emphasized that maintaining direct and open dialogue with business partners remains a priority for ADY.It was also noted that such meetings and discussions would continue regularly, with further meetings planned with other shippers.

Baku, November 3, AZERTACFuel prices have risen unevenly across economies. Households with the least to spare face the steepest increases – and the hardest choices, according to UNCTAD.An oil shock doesn’t arrive at every petrol station with the same price tag. Between 23 February and 31 August 2026, for example, diesel prices jumped about 83% in Nigeria compared to 9% in Ireland. Gasoline prices rose by about 51% in Myanmar compared to 3% in Sweden. For households, the impact goes beyond the petrol station. More expensive fuel can raise the cost of getting to work and the prices of everyday goods, leaving less money for other essential items. UN Trade and Development (UNCTAD) examines the ripple effect of these pressures in its Trade and Development Report 2026. International oil prices set the shock in motion. Domestic policies and reliance on imported energy help determine how it spreads. The Middle East conflict disrupted energy supplies and sent oil prices soaring. Brent, a global oil benchmark, rose above $120 a barrel, fell towards $70 in June, then climbed above $100 again. For businesses buying fuel, the drop in costs was short-lived. By September, futures contracts for delivery through the end of 2026 were also priced above $100 a barrel – more than $30 above pre-conflict levels, the report notes. Futures prices suggest oil will stay expensive through the end of 2026, potentially keeping fuel and transport bills high for businesses and households. Developing economies faced the steepest fuel-price increases, the report finds. Diesel prices rose by more than 50% in 18 of the 25 economies shown, in dollar terms. They increased by 82.7% in Nigeria, 73.6% in Lebanon and 66.7% in Peru.Gasoline prices also rose sharply. Myanmar recorded the largest increase shown, at 50.7%. In Nigeria, gasoline rose by 48.1% – a substantial increase, though much smaller than the rise in diesel.Higher fuel prices can reach households through their shopping bills, too. Diesel powers trucks that deliver food and other goods. If businesses pass on higher transport costs, even people who never buy fuel can end up paying more.Economies that depend heavily on imported fuel face an added strain when oil prices rise: buying the energy they need becomes more expensive.Net fuel imports were equivalent to a quarter of Cabo Verde’s GDP and nearly a fifth of Lebanon’s in 2023. In Mauritania and Liberia, they exceeded 15%. These figures measure spending on fuel imports minus earnings from fuel exports, relative to each economy’s output. A higher fuel bill leaves less money for other imports, including food, medicines and equipment. Governments with already stretched budgets also have less room to shield households from rising costs. Earlier research on developing economies cited by the report estimated that a 25-US-cent rise in fuel prices per litre could reduce household purchasing power by more than 5% on average. Poorer households have less savings to draw on, leaving them with harder choices over essential spending. Reducing exposure to future shocks requires longer-term changes. The report calls for more varied energy supplies and investment in affordable renewables. It notes that, in more than 90% of cases, renewables are less expensive than the cheapest new fossil-fuel alternatives for generating electricity. Those investments take time. For households already struggling, the immediate question is what to cut when the next fuel bill arrives.

Baku, November 3, AZERTACOn November 3, the Center of Analysis of International Relations and Multiculturalism and the Baku Book Center jointly organized a presentation ceremony of the book "The War for Karabakh: Strategy, Technology, and Victory," co-authored by retired US Army Colonel Liam Collins and Major John Spencer. The publication analyzes the historical background of the Garabagh conflict and the key factors behind Azerbaijan's victory in the 44-day Patriotic War.During the presentation ceremony, the American authors, retired US Army Colonel Liam Collins and Major John Spencer, provided detailed information on the preparation for the publication, key research areas, and their conclusions. They mentioned that the book took nearly two years to complete. Liam Collins noted that strengthening military potential, reforms carried out in the armed forces, and enhancing combat capability had played a vital role in Azerbaijan's victory in the Second Garabagh War. He emphasized that the effectiveness of the army depends not only on the quantity of weapon systems, but also on their quality and proper deployment.John Spencer underlined that Azerbaijan's military operations in the 44-day Patriotic War were characterized not only by the deployment of unmanned aerial vehicles (UAVs), but also by complex ground operations, coordination of troops, and misdirecting the enemy. Following the presentation ceremony, a media briefing was held with the participation of the American authors. The book is one of the first comprehensive and systematic foreign military studies on Azerbaijan's victory in the 44-day Patriotic War. The involvement of experts from the Unites States Military Academy West Point specializing in military research, further increases the scientific and analytical significance of the publication. The book covers an extensive period starting from the historical roots of the Garabagh conflict and the First Garabagh War to Azerbaijan's victory in the 44-day Patriotic War and subsequent military-political developments. Its separate sections analyze Azerbaijan's preparation strategy (Grand Strategy) for a large-scale war, the "Iron Fist" operation, the main stages of the 44-day Patriotic War, military operations conducted by the Azerbaijani Army in the directions of Hadrut, Amirvarli, Fuzuli, Zangilan, and Gubadli districts, the battles for Shusha, as well as the anti-terrorist measures carried out in 2023.The book also provides a critical analysis of the widespread opinion attributing Azerbaijan's victory solely to the deployment of unmanned aerial vehicles (UAVs). It highlights Azerbaijan's deep mastery of the concept of "deployment of modern combat systems" as one of the key reasons for its military success. The research is based on interviews conducted with approximately 100 military and civilian experts. The authors also conducted on-site field research by visiting the areas where key battles took place. The book places special emphasis on the strategy of the Commander-in-Chief of Azerbaijan President Ilham Aliyev, as well as his active communication efforts domestically and internationally, as well as his fight against disinformation.Prior to the publication of the book, the authors conducted detailed research and published articles on the course of battles for the cities of Hadrut and Shusha during the 44-day war.Liam Collins is Director of the Madison Policy Forum, Senior Fellow with New America's Future Security Program, and Distinguished Military Fellow at the Middle East Institute. A retired US Army Special Forces colonel, he conducted multiple combat and operational deployments to Afghanistan, Iraq, Bosnia, South America, and the Horn of Africa. From 2016 to 2018, he served as executive officer to the US Senior Defense Advisor to Ukraine, working closely with senior Ukrainian military and government officials on defense reform. He holds an MPA and a PhD from Princeton University.John Spencer is Chair of Urban Warfare Studies at the Modern War Institute at West Point and Co-Director of the Urban Warfare Project. A retired US Army officer with more than twenty-five years of active-duty service, including two combat deployments to Iraq, he is widely recognized as one of the world's leading experts on urban warfare.
Baku, November 3, AZERTAC“Azerbaijan's long-term economic development strategy and military reforms were among the primary factors that led to the Victory in the 44-day Patriotic War. The strengthening of the country's economic potential paved the way for boosting its defense capabilities, modernizing the army, and building modern military capabilities,” American author and expert Liam Collins said during the presentation ceremony of the book "The War for Karabakh: Strategy, Technology, and Victory," co-organized by the Center for Analysis of International Relations and Multiculturalism and the Baku Book Center.Recalling Azerbaijan's challenging economic situation in 1994, the American expert added: "However, in subsequent years, Azerbaijan channeled the revenues generated from its energy resources into economic development and the strengthening of its military potential. This approach allowed the country to both expand its economic capabilities and modernize its army. Azerbaijan's military reforms, along with the enhanced readiness and combat effectiveness of its armed forces, also had a significant impact on the outcome of the 44-day war.”

Baku, November 3, AZERTACThe United Nations has launched a first-of-its-kind insurance programme that could unlock up to US$40 million in additional funding to help reach people before they lose their homes, food or livelihoods when multiple disasters threaten at once, putting exceptional pressure on available resources, according to the organization. The initiative – led by the UN Office for the Coordination of Humanitarian Affairs (OCHA), in partnership with the United Nations Children's Fund (UNICEF) and the World Food Programme (WFP) – works as a financial safety net. OCHA will allocate money to help people when forecasts warn of an approaching disaster. If demand for that funding exceeds an agreed threshold, insurers will provide additional resources, allowing aid workers to reach more people in time to save lives. Gallagher Re structured and placed the coverage, with Liberty Mutual as lead insurer. The Centre for Disaster Protection provided independent technical advice.“Disasters don’t wait for us to get our act together. We need to be ready before they strike,” said Tom Fletcher, UN Emergency Relief Coordinator. “This insurance gives us another line of defence against disaster so we can protect more people before the worst hits and make every dollar work harder.”For families in the path of a disaster, that early help can make all the difference. In Bangladesh, Salma received cash assistance from WFP, funded by OCHA’s Central Emergency Response Fund (CERF), 24 hours before floods hit in 2024. She bought dry food, candles and firewood, and raised her bed and livestock pens above the floodwater to protect her belongings and animals. “We managed to cook and eat, which brought us relief during the crisis,” she said. This is anticipatory action: a forecast triggers help, rather than families having to suffer first. Money arriving early gives people choices – to buy food, protect what they own or move to safety.OCHA’s $150 million anticipatory action portfolio covers more than five million people. Insurance helps protect that commitment when several disasters threaten at once. By capping the amount OCHA needs for exceptionally difficult years, it can also help extend early assistance to more communities.UNICEF has taken out parallel cover for its contribution to the same work. The programme is designed so that more agencies and partners can join over time.
